Back in the 1880's, this was to be one of the first of the tallest buildings ever to be built in Penang. The building was first used as the private residence of Cheah Tek Soon, then in 1910 it was turned into "Raffles by the sea", a hotel run by the Tye brothers. Much later in the buildings life it was used for the Pi' Joo Girls school, and lastly it became the 'Shih Chung Branch School' before it was ultimately abandoned.

In recent years the site has suffered from fire and all the upper floors have since collapsed. Peeking through what is left of the old floor boards up to the upper levels, one can still see some impressive surviving decorations, including an ornate wooden partition wall adorned with gilded swastikas.
